In June 2026 the Incorporation Committee sat down with the Niwot Community Association to work through the roads question line by line — how many miles Niwot has, what condition they are in, what repairing them actually costs, and who would pay under each of the available models.

It was a working review, not a debate. The point was to find out how much of the arithmetic both groups could agree on.

A good deal of it, as the deck records. The sections titled “Points of Agreement” are the substance of the meeting: road mileage, pavement condition, repair methods, and the treatment of private roads in the town model.

The deck posted here is the presentation as delivered to the NCA. The file the Committee worked from also carried an opening section that was added later, for an internal volunteer briefing, and was never shown at this meeting; it is not included here.

One slide has also been left out. The review produced a set of changes to the Committee’s financial model — that was much of its value — and the pro forma table shown in June was superseded a few weeks afterward by those very changes. Publishing the June snapshot would contradict the current figures rather than explain them. The up-to-date numbers, and a changelog crediting this meeting for the consolidation of road expenses, are in the pro forma budget paper.
