Your neighborhood

Niwot’s roads are not one problem. Depending on where you live, the road outside your house is owned by Boulder County, by your homeowners’ association, or by an improvement district you already pay into — and each of those puts you in a different position on November 3. Find your neighborhood below to see which.

County roads — Boulder County owns the pavement and stopped repairing subdivision streets in 1995; pavement condition is measured, not estimated. County + private roads — mostly county roads, with one or more privately owned cul-de-sacs. Existing PID — an improvement district is already in place and already levying. Private roads — your HOA owns the pavement; the county never accepted it and never will, so the liability sits with the association and its members. Private-road pages price the roads the way your association’s letter does: from the square feet of pavement and a reserve rate drawn from Colorado reserve studies, not from a condition score nobody has measured.
